there has been a lot of discussion going on about the sequence of camp creating, I had an 45 em fail and an 38 em succeed last turn. I guess the sequence goes like this: there is a limit of possible camp creations each turn. at first, the camp posting is carried out, because 552 comes before 555. then, the highest emis get the first chance to create, but if their fail their roll and/or the limit is not reached, this goes on down the emis ranks until the limit is finally reached. could you confirm that this is vaguely correct, Clint, or is this info confidential?
Since I brought up the camps issue I should explain that I do not fail any more regularly than in other games, and nor do I feel there is any reason to be concerned. But from my map a huge number of camps have appeared, so many in fact that I think some nations had 7 emmys in their setup
in fact, I had eight and created four new ones:D

No idea as a GM - that would be “discovered in the course of play”. 552 does come before 555 so they kick in first but as for ranks of Em getting the 1st chance I don’t know. Clint (GM)
