I like the concept of "variable artifacts."
Perhaps, the nation's 'special abilities" could be also modified for more startup alterations.

Could be done with spells and characters as well - so for your slot of 8
characters (some nations could have more at set-up and some less) you would
draw from 3 guaranteed Elrond being one of them for the Noldo, and 5
variables?
PCs - similar, spells, encounters?
Opinions - I think this would add some pizzaz to the game yet still keep it
similar enough to before to keep everyone who loves the "I know where x is"
type game.
