Different players like to do different things with neutrals – maybe some are waiting for the first turn to see who contacts them through Clint and company with a nice little note saying hello – I have played this way in past with neutrals and even once went freep with Rhudaur as the evils never bothered to contact me till turn 4 when I jumped on WK as the freeps contacted me on turn 1 , 2 , 3, etc !! My feeling is it isn’t the neutrals job to contact the two different factions but there job to contact and recruit the neutrals !!
