True for TA games, but the agents run wild in FA. I've seen nations reduced to 2 and 3 total characters, none with command skill. What then does one do?

My experience is along those lines as well: agents are a nuisance and a pain,
but it's the armies that actually wipe out your armies and pop centers,
I don't play FA that much, so I haven't seen that kind of activity.
About the only thing you can do is name characters and hope one of them
gets bonus command rank.

Isn't a nation eliminated if it ever has no characters with command skill?
