There is no such thing as a "local militia". This is the message that the owner of the pop center gets when an agent (friendly or hostile) fails his random roll at that location. It is a message, not an action. More elegant than saying "Ulfgang failed his random roll" if less elegant than "Ulfgang stupidly lost his knife in a drunken binge".

An old question. The answer is that a town's militia will arrest thieves
and and people carrying sharp objects, interrupt their activities, and ask
questions later.

But it would be good for relations to affect these actions - or if they do
already for the reports to make it clear what's happening. "Mac the Knife
was spotted by the militia, but allowed to continue as he was recognised as
Friendly".

I like the sound of that better...inventive failure messages...a new
list of random ones could be generated rather than the friendly local
militia. Something along the lines of "Wrigol the Fool tripped over
the seamstresses cat whilst trying to knock over the embroidery shop
and raised the alarm for the LOCAL MILITIA" would entertain me more!

Even worse, you get the same message on empty hexes (i.e. trying to
sabotage a bridge from it's empty side). What would be the local militia
then, highly-trained ninja cows from the countryside? :stuck_out_tongue:
