I keep all received xml files in a separate sub folder which I label Turn 01, turn 02 etc.., I clean up once the game is over.

On turn day, do some file shifting. Let's say you got turn 5 today and thus
know you've already got all of turn 4 xml's uploaded. Before downloading
turn 5 xml's, put all turn 4 xml's into their own folder. Then, download
turn 5 xml's to where you like to keep them. Now when you upload into
Palantir, it will only upload the 10 or so files for THAT turn. Yes, it
will keep your past turns uploaded so you can look back over them.
I personally keep a diff't xml folder for each game I'm in. Within that
folder, I have another folder for putting the xml's I've already uploaded
into so that I don't upload them again and again. Doing so again and again
puts another copy of each nation's nation messages into your palantir
program. I don't like that.
