well as the things you say about cost etc.
Well, Tolkein did say that the evil powers hated and feared the oceans, because they were the domain of Ulmo. I think it is only reasonable that the free should have a real edge here.

Sure, you can answer with but Tolkien said... babble , babble, babble.....
I in fact love Tolkien and his works and I also like the Tolkien Flair that
comes with Me PBM, but this is no reason to say.... the evil forces hate the
great ocean so this aspect of the game may be weak.....
When you would take every word from Tolkien, a Nazghul won�t be defeateble by
any "normal" Charakter ......
Elrond won�t leave his house.....
and so on......
