I tried to get such a game (called LAS) up and running but there was no
response. The Normal with one nation having +20% per side is my compromise
at present to try and combine the limited player base into an effective
game.

It's called LAS (Limited Agent Scenario). I've played it, and it seems to work great.
I've also played NKA, (No Kidnap/Assassinate) and I much prefer the LAS game. In fact,
if they included the +20 kid/ass SNA for even one nation, it would still make agents
too powerful. Think of it. Everyone in that allegiance could agree to support that
nation with PCs and military defense, and let that nation hire 14-18 agents! That's
the equivalent of 3-4 agent nations with the +20 kid/ass SNA.
I say just drop those three SNAs completely for any agent limited scenario. It really
works fine in LAS games. In fact, as I've stated earlier, agents are still a
significant factor due to artifacts. Just not as significant, and not as early.

I'm currently awaiting my first ever 4th age set up, the latest
NKA, I believe…but I didn't "ask" for it. In fact, when it was
originally called out, this game was accepting setups AS LAS. Did
it change after receiving 10 setups from angry players demanding
it be NKA? I was asking about the next "agent limited variant" game
for quite a while Before the latest game, and sent in a set up for
the next 4th age most definitely "either LAS OR NKA" as long as it
wasn't the regular game… Was everyone else vocal about their
acronyms? My understanding amongst another 4 players in this game
is that nobody really cares that much to the extent that most of them
don't even know what the initials mean anyway…???

*** Basically I sent out an email to all attempting to find a compromise for
the best game to get out and NKA was way in the preference so I asked if the
rest were happy with that. (Originally there appeared to be an interest in
LAS but on checking with the players as they expressed an interest in the FA
scenario this changed emphasis to NKA).
So fa46 is now filled (we're working on the Clashing PCs - should be out
tomorrow) and we're taking set-ups for fa141 now - a normal fa game with 1
nation only allowed per allegiance allowed to have the +20% kid/ass ability.

I explained clearly (I hope) in the email what each was and gave a choice as
described above - this way the game starts up now rather than in 6 months
time with massive drop outs due to the delay. There's been around 300
emails sent out for this one game now! The options were LAS, NKA, 1
nation with +20% and normal FA game. Seems fine. Any complaints? (Some
have dropped out but then there are usually drop outs from taking names for
set-ups and the game setting up regardless of scenario - this is normal).
Most players choose NKA, a few LAS and a few for normal FA games (1 or 2 for
the 1 nation variant).
I try to be flexible with FA due to the nature of the scenario - once again
with the limited player base and to limit drop outs I attempt to get players
into the game that they are content with, but sometimes that is not their
first choice. But due to the inherent nature of the games variety it's
difficult to please everyone's desire. (We tried an All V All but there was
not enough of a player base to support it).
