Potentially a 500 order is aggressive in the following situation. Say you
are playing 3+ 10 (Eothraim and Noldo combo in 1650). Elrond doubles an
Eothraim character, so that he can be sure that the Eothraim character is
not doubled by an enemy. Later on said Eothraim character becomes doubled,
and the Eothraim/Noldo player is confused. Was this an enemy double or a
friendly double?
Although not majorly aggressive I don't see why the rules should be changed
from the simple to understand - no aggressive (ie detrimental) orders to a
nation on the same side as you. (In this case it certainly is
detrimenetal).
The argument about information transfer between nations due to being
doubled, although pertinent, not specific to the above argument I feel.

Doubling orders against anyone on the same allegiance should be allowed as
the order does not harm the character or remove anything (gold, artefacts,
pop centres etc) from the nation being doubled.

Just to make sure I understand, doubles of paired nations (3/10 in
your example) are allowed, but other doubles of nations in the same
alliance are not?
