A silly thought

dargons are just named chars with very high rank. You can PC, steal from and assassinate. Unfortunately as they are unnamed the 'other' dragons can't be targeted, but the named ones ya can do this to. I have NEVER seen anyone double a named dragon but i've never seen anyone double gandalf either, but he can be assassinated, PC'd and stolen from. It's all in a name
