First turn, game i'm playing took out caras tolfas t1 (so good loyalty) with a threat on the way to trash the harad. Huge empty navy, bugger all troops, but had a good comm with artii help, and it worked great. I have just threated away Vamag in similar fashion, middle size army (no where near enough), good comm. The QA has only lost a couple of smaller pops and loyalty should be good.

Actually a threat is not that hard, IF you have a commander whose effective rank is greater than 100.
As the Dog Lord, I once, having gotten hold of the Dwarven Ring of Power along with some other command artifacts (including another Dwarven one, Belt of Durin or something), managed to threaten Moria, still a City/Citadel, with only just over 1000 troops -- because my effective command rank was around 150. It was pretty sweet, using the dwarven artifacts to take away their capital. Wasn't that tough at all...
In fact, both sides in 1650 have access to enough command artifacts of their own such that if they combine them in the right way they can threaten big heavily fortified pop centers just fine. But it takes a lot of orders to do that -- much better to nail one enemy commander (Poor Bain, we knew him well, put an extra smile on his face and dropped him in a well) and pick up another +65C or thereabouts in one fell swoop...
Command rank vs pop center loyalty seems to be a major factor in threats -- number of troops seems to be less of a factor than the rules imply, as quite often mediocre commanders with more than enough troops fail, while just as often, high-ranking commanders (especially if adjusted rank >100) succeed even with a fraction of the allegedly required number of troops...
