Certainly credit cards are quite expensive for the operation to use, although your bankers maybe able to help you with that. The advantage of waiving the admin/credit card charge is that it makes using the credit card option more attractive to your customers which would go hand in glove with your credit card top-up idea. Have tried this with a number of my clients (I am an accountant) and some have found it successful over a trial period. Those businesses dealing with other businesses find cheques/cash are all they need but those dealing with the public find they pull in more customers and increased trade -- people just love their flexible friend.
It's all about knowing your customer (and potential customer) base, though, and what works best for them. Personally I'd think that dealing with individuals from many nations as you do making the credit card more attractive is an option you should consider. It is your business though, naturally, and I shouldn't presume to teach you chaps.

technique...

our margins were better then it would probably be worth dropping the 5%
charge....
