Basically you have 23 individual nations and everyone is Neutral in the
game. After turn 25 (I'd up it a little for this game) you get a vote to
end the game. Game 68 (see the forum) is going all guns blazing - so you
get to play the Noldo helping the Rhudaur attack the dwarves...Clint
