The GOAL: reward players for what they actually DO to further their
cause in the game.
As opposed to the VP's which reward "builders" too much, the desire
to score play on spilled guts in the trenches seems to be prevalent.
I've been tinkering with what follows, and am currently using it in
an ongoing game to determine it's comparative worth. I'll leave out
any analysis. Questions, comments, hate mail, etc, welcome.

Every SUCCESSFUL order is awarded a point value.
Automatic Skill Orders = 1
EASY Orders = 1
AVERAGE Orders = 2
HARD Orders = 3
Basic Characters Named = 1
SNA Characters Named = 1.5
PC's Acquired = 2.5 per level
PC's Lost = -1.5 per level
Army Casualties = 1 per 150
Disbanded Troops = -1 per 250
Product Transferred = 1 per 500
PC's Transferred - 5 per level
Arties Transferred = 5
Ships Transferred = 1
Orders include spells.
PC's acquired does NOT include those given, but all those acquired by
all other means excepting orders 552 and 555, which are scored as
successful AVERAGE orders. The orders required to do so (525, 498,
255) ARE scored also.
Victorious combat is scored as an AVERAGE order.
MISSING: encounters, challenges, different scores based on artifact
"worth"?, etc....??

I am currently tracking the scores of 2 nations based on this system.
DS Dunlendings Victory Points = 1000
Order based points = 291.1
Ice King Victory Points = 550
Order based points = 326.4
As a builder nation to this point (turn 10), the Duns worth to the
allegiance is outstripped by the more than 9000 Ice casualties, hard
agent and mage orders, and product transferred. Mind you, the NW
Freeps are on their way, including Rhudaur, after clearing Angmar,
so I expect to close the gap somewhat...but my ARBITRARY scoring
system seems to back up my subjective analysis of the team at this
point in the game.
Fantastical, ala 2nd Edition, of course... While this takes Me a lot
of work, I can imagine, with today's computing power, adding a few
"If...then..." lines of code into the program one day, yes?
