Here is how army movement works: Presume there are twenty armies moving during a particular turn. Every army is randomly sorted for each and every movement point. So, your army may be third on MP1, sixteenth on MP2, etc, etc. You are always considered to be in the hex you are mocing into, not the hex you are moving out of. An out-of-food infantry force has exactly the same chance to move first into a hex as an- in--supply cav that is forcemarching. The army randomly choosen to move first will get there first on MP1.

If the movement costs are the same it is 50/50. If your movement points are lower into the target hex you win. I belive this due to the fact that it supports meany of the theroys you listed. Unfeed troops have terain modifyers and Cav has lower movement points.
