Army enc question

I bet it is indeed in a 4th Age game. I believe that the MEGames copy of
the program has a bug in 4th Age c. 1000 scenario which often indicates
character encounters for characters who are army commanders and/or characters in an
army -- which according to both the rules and the way it worked under DGE and
GSI is not supposed to happen.

However, note that this appears to just be a bug in terms of indicating the
encounter for the character -- on the following turn, the encounter doesn't
happen, and a character in an army that tries to react won't be able to. It
will be as though the encounter had never happened -- though of course in a
case such as yours, you now know that there is an artifact encounter available
for investigation at that location, if you want to send some other character
there to check it out. Anyway, you can just ignore the encounter and it will
go away, and if you try to react to it you will just be wasting an order.

I thought these types of enc only were for ind. characters or companies of
char, not army cmdrs.

can anyone clarify?
