That will work since the newly hired army will not eat its one unit of
food the turn it is hired. The only drawback to doing that is the
combined army at the end of the turn will have the morale of a newly
hired army.

If the troops on army A are more than the pc can feed wouldn't it eat all
the food on the pc?
If A+B are more than can be fed there is no problem since army B wouldn't
eat this turn, but if A alone is bigger, I believe it would leave no food
for B to be created with. Can anyone confirm that?

The new army is created with one food after feeding.
The army does not eat the food that stays on the pop center.
