Artifacts that provide Access to Teleport.... is that order 805, Use Movement Artifact,
or can a mage learn the lost list spell while holding it? Some one, others the other?
Anyone know?

I have Staff of the Wanderer as Good (but I've never tried to use it as neut
or evil so I guess that doesn't help too much).
Certainly if a mage holds an art giving Access to Teleport, it means he can
learn the spell. The rulebook says under order 805 'any character' so maybe
it means that a non-mage can also use a movement art (not necessarily
teleport). It would be interesting to experiment and find out!
I can tell you that use move art. command does not work with the staff. It says that it is
not a movement artifact.

Order 805 is for those artifacts which say "allows use of the spell..." like Long
Stride, etc. When is says it "provides access to the lost list spell Teleport", that
means a mage can learn teleport when in possession of the staff.
(I'm not sure of the exact terminology. It's been a long time since I
researched/hunted artifacts.)
I tried as Dark Lieutenant to learn Teleport with
Ancaruin, which is also a good aligned artifact, and
was successful
