Actually, in FA 1000, GSI made it that members of the same allegiance CAN
downgrade to Disliked and attack each other with armies (unlike the earlier 2
scenarios). They purposely did this because neutrals can remain neutral, and
because the game can be won by completing a series of victory
conditions...thereby allowing untrusting teammates to attack each other if
they want, yet still win as an allegiance by holding required pop centers.
Now, I am definitely not condoning this behavior (since you only weaken your
own allegiance chance of winning), but the FA 1000 game was altered
specifically so this kind of action could take place. Ask the DS in the game
to help you clean up your errant FP, I'm sure they would be more than glad to
help ; )

And as to ME stepping in and deciding what is justified and what is not, I
think that is impossible. How can they tell if player vengence/retaliation
is appropriate. ME Games does not get our personal e-mails and phone calls
to each other. They could never know if it was "ok". Unfortunately that is
all part of the game. It's really no worse (well, maybe just a little worse)
than a greedy teammate refusing to part with a powerful artifact that would
be better utilized by his allegiance, or not transferring gold to an ally
that needs money to keep from collapsing. I have seen countless examples of
a neutral being courted by the FP or DS, only to get ignored and offered no
aid once they switched to a side (the allegiance in question just wanting to
make sure they would not get attacked by the undecided neutral). These
nations just quietly die or quickly make a pact with the enemy to survive,
and as the ME rules are written they support this.

The only fair way ME Games can justify meddling is by changing the actual
rules, making it impossible for a character to assassinate anybody from his
allegiance. InfOthr's (and countless other 'aggressive' orders) would have
to be modified as well so as not to affect allies. This may be fine for the
1650 and 2950 games, but totally changes the principles of the FA 1000 games.

Then I asked to you, how can I protect me if I can't attack his nation
with armies???
Arda is a world that bad is bad, and good is good. I don't think that an
ally can attack another ally, only because you ccan't change alliance. When
you are FP, you are FP to the rest of the game…

*** Lots of experience at the game running business, lots of contact with
players, basic understanding of how human nature works etc. Some of it is
blatantly obvious - like the list of players that I thought were running 2
positions under assumed names.
