It's probably a random roll, influenced by emmy rank, target rank, and
total gold spent. It just happens that 5K gold from a high-ranking
emmy is usually good enough to recruit most characters.

recruit Murazor, we had a number of 70+ rank ems giving between 5-15k gold
and we failed to get him over about 3 turns. In the end we had a 103 rank em
give 25k to get him

availability...
Now say Nation X wants JOE but only offers 5,000 gold...
Sure Nation X will need to increase the gold offer...BUT - AND this
is my question...does anyone know if JOE devaluates after 1, 2, 3, 4,
turns? The simple answer is NO his price is set and it depends on
the skills JOE has and the bribing EMI.
I was just wondering if anyone has noticed a possible trend where an
EMI has tried and had better luck during the "late" turns of any
CHARs availability.
A tough thing to test or prove, but just asking to stir up some talk,
board went 3 days with nothing...

RD: See my reply to your other message. I see no reason why the price of a character should devalue with time. Why would it? His ranks remain constant until he is deleted from the game and his "price" is linked to his ranks. If the ranks don't change why should the price?
You won't ever prove this for the simple reason that once a nation is eliminated, it's characters do not hang around long enough to put it to the test. If you want to bribe one or more such characters you want to move fast and bid high. If my first bid failed, I would increase it if possible, never decrease it.
