can you issue the 690 order and steal gold from ruins???

You can issue the order and if successful get the skill increase,
which I've done on numerous occasions, but I've never actually gotten
any gold. Not to say "you can't get gold", though, I can't say that
for certain. It is a relatively easy order to succeed with, so it's a
common training strategy.

However you can fail and get injured as well, by the militia of the
non existant population center. I have had that happen to one of my
characters this turn, so there is an element of risk here as well as
at a extant population center.
