luck/level first.
alot of ME is certainly luck!
In a seperate game however I did have a 39 and a 45 both
successfully
upgrade and downgrade relations. It's just one of those things, a
guess I would have since relations orders are an easy order would be
to take your command skill as a % and add a little bit with 5%
chance
of always failing. That seems about right for easy orders on a
whole. Average orders seem to be based exactly off of your skill.
Hard orders are always modified and sometimes by outside conditions.
it would be interesting to see if there is any correlation between
loyalty at the capitol and command rank. I know that the only time I
ever had C30s pull off the downgrade was with SG/Sindar in the early
turns, both being cities above 90 loyalty. In another game, my mate
who was playing the woodmen, had Sauron visit the capitol early and
drop loyalty below 50 and he was failing relation changes all the time
with C40+s....
Some people here say that nation leaders are more sucessful in capitol orders than other characters.
That happened to me with the Quiet Avenger, when fuinur had a COM. rank higher than Aduna, but she
was the one to do the relation biz with Harad and Corsairs, while he was failing... (i dunno if he
was a double agent, but that ain't supposed to a problem , since 180/185 are not AGE ou EMI orders)
