I don't agree. In one game as Rhun Easterlings, my 40C failed 4 times in a
row to ChAlleg. Then I had him join an army and train. He went to 43.
ChAlleg succeeded on his next try. As statistics go, this isn't a large
sample, but it seems to work out on downgrade/upgrade orders as well, that
once you break above 40, your chances seem to improve dramatically, from
"forget it, Charlie" to "piece of cake".

RD: Good grief, LOADS of people, especially those higher up the tree!
Politicians, company directors, bank managers, football managers, generals
etc.
Tony Blair failed spectacularly to improve transport or the health service.
