It is ALWAYS the highest rank. I have had known army commanders get
reported in scouts for characters according to their other rank when that other rank
was higher -- for an example a character getting reported as an Ambassador
(E40+) in a scout for characters while showing up on the pop center a a
Commander (C30+) in command of the army.

On a 930 ScoChar certainly the highest rank would be identified
regardless of skill. But any orders that identify the army (e.g.:
925 recon) and it's commander would identify the command rank of the
character in command of the army.
