Characters: I have recruited allied characters up to five turns after the nation is out. From my conversations with other gamers, I think this is, or near, the outer limits. So, if an ally goes bankrupt on turn one, I wouldn't wait past turn six for the recruiting.
Navies: Your navy commander will not be able to do standard army actions such as recruit, train or recon. He will not be able to anchor ships or move the marines ashore. He can move the navy off the hex but not return to the hex. Anything else? Or yes, he can gurad the pop center and influence own.
