Having been one of the greatest whiners regarding this issue, allow me to say
that I have analyzed the petui out of the stats on Bobbins page, and there is
no discernable trend or line where any tweaks may have been done.
The numbers of what has happened are accurate. Although it's heartening to
hear of the more recent free wins, I can't recall anyone in the more recent
gaming history mentioning any noticeable changes in game play, so assume that
abberations are occuring (damn, I'm in 3 games as a freep.... )
Why this is the case has been debated ad nauseum, one of the more prominent
reasons being people don't want to play the crappy free countries with their
loser characters (loser nations with crappy characters??).
These changes you outlined (pumping Woodie and Northmen characters) would do
a great service to marketting the Free People's loser nations to players who
have been turned off of them up until now.

Would such changes unbalance the game? I don't think so. The stats I have
seen indicate that the DS win more often than the FP. I know there has been
a lot of argument as to whether these stats are valid are not after such
things as the tweaks to agent abilities,
