edition 1650? Perhaps Montieff isn't in the capital for a reason. I was so
fixated on moving Montieff to my capital to name another 40 emissary, it
didn't occur to me that he could try to improve Esgaroth to a MT on turn 1
before he left. If successful, and my guess is it is about 50-50 to succeed,
it solves the backup capital problem though it would take a huge bite out of
the treasury right off the bat but increase the revenue too. (We get so soon
old, and so late smart, as the saying goes, which does not mean I am smart
even though I am old.)

There's a reasonable difference in style and actual game between 2950 and
1650 - both scenarios have a firm following (ie players who only play xx50)
but 1650 is the most popular by half.
