Hyborian War, set in the age of Conan. Very cool
game, unfortunately poorly run and not updated from
the '80s. But has a core of very loyal followers that
are obsessed and can't quit even though the company is
terrible, my self among them.
If you are talking about the time before Conan, the
time of Kull the Conqueror and such, this is not that
game. Atlantis sank before Conan's time, it was the
remnants of those people that are ancestors of Conan.
No game of that time exists that I know of.

It would make an excellent wargame. No elves, dwarves or goblins, but
nations could invoke their patron god /demon. Thieves should have a role.

It's been done - the name was Hyperborean Wars IIRC. Seemed like they
used an awfully cumbersome system but than I wasn't the one playing. In
particular battle orders required the level of detail normally
associated with tabletop miniatures (ex. "so-snd-so number of X type
troop in the left forward flank use y tactic against z portion of the
enemy line, unless A happens in which case go to plan B" - and so on for
10 different troop positions). Nations were divided roughly into small,
medium, and large based on military power; turn fee was based on the
nation's starting category no matter how much it grew or shrank. IIRC
Stygia always kicked ass because of their huge starting advantage in
magery; many nations had little or no magic and no way to develop it.
But then, my memory is a bit fuzzy so don't rely on that.
