Thought hit me...send the player vote document the day the turn is run along...and everything else, including game-end pdf, the next day? Would this annoy too many players? Maybe, send Council emails right away and the game-over pdf's at the end of that day? Too much administration?

Don't send the game ending pdf's until people turn in
their council report! 
I'd bet the return rate would be 100%! However, I
doubt if anyone could ever survive all of the
bitching!
