And here's a thought for 4th Age games -- not sure how it would or could be
implemented in 1650 or 2950 -- but in 4th Age, provide an SNA that is "-20 to
chance of being kidnapped or assassinated" -- that would be the opposite of
the Cloud Lord +20% bonus, all characters of the nation would be harder to
kidnap or assassinate. The SNA would cost less than the +20 K/A SNA, of course.
In 1650 or 2950, you might give certain nations that ability -- either in
addition to or instead of one of their normal SNAs, or provide it as an optional
swap -- or you could link it to something that is already gained, perhaps
all nations that get a challenge rank or stealth bonus or have special scouting
ability would also get this ability. That would provide several nations on
both sides and some Neutrals as well with the ability, which would keep the
sides relatively balanced while making K/A less of a factor for some nations.
