Apparently Yes. You send them your photo or some sketch and they put it in the turns as a character. I've never seen anyone bother.

Well that could be because of the price.
It's a nice idea, and if it could be done for a reasonable price, say
1UKP, it might get some interest. If GSI or (Harlequin) gained
ownership of portraits they liked after the game, then they could
include them in the randomly generated portraits for other games. It
would enhance it in my opinion - I get sick of replacing dead characters
and having the same portraits reappear, or having the same portraits for
different characters in different games.
