If I could get together 24-25 people willing, would MeGames be willing
to run a game with a MAXIMUM 2-week deadline, but the turns would be run
sooner if all orders got in? Don't know how much of a hassle this would
be for you, but before I start asking around, I figured I should at
least see if you would be willing.

Yes provisionally. Note I doubt it will work unless you have VERY committed players. We've tried it before and there's always one player that gets tied up in work, forgets or plain hasn't got the time and so the turn would delay until the 2wk period comes up. We're finding it hard to fill 1wk games never mind weird turnaround dates. One way is to have a team captain organise their team's turns or be able to put turns in on behalf of team-mates (or something else I haven't thought of). That's a lot of pressure for the TC though. They would pressure their team to get turns in - probably best if they can actually get the turns sent to them and then en masse send the turns in (if using AM then nation 1,2,3etc in different emails but sent at the same time. The 1on1 worked well like this).
With it we would have to have it that as soon as we get everyone in we run the turn (ie that day not that minute). Later changes of orders would be allowable if they come in before the turn is run, but not afterwards. Email would mean that someone would miss an amendment going through (ie being delayed in email) though.
As long as players were happy with these rules we can go with it - anything else wouldn't would (IMHO).
