Doubling a character in a gun boat game, should not be a problem. Not to
mention accidents do happen. Not everyone knows every character in the game,
and remember most nations have to name good emissaries. So with only
character names that are unheard of, doubling an ally in fact killing an
ally can happen.
Of course I like teamwork, and don't plan on playing any gunboat games.
Unless they lock me away.

assassination/challenge on a character unless you have
clear info he's not friendly."
