No matter who issues the react to encounter order, whomever got the encounter originally has a default answer. With a dragon and some of the other encounters ignoring the encounter is the same as FLEE. Not the same for riddles.

No, I don't think so. But my thoughts on the matter would depend on which
encounter it was.

The encounter was the Celgor vampire encounter. The character who got the encounter was not in an
army while the character who attempted to react to the encounter was IN an army but was not the
commander.
The reply from Harley did not state that being IN an army had any effect on my ability to react to
an encounter in the hex, just that you can't always take an encounter reaction for another
character (i.e. character #1 gets an encounter and character #2 issues a 285).
