No, he needs to be in company for this to work. I've done this before. had
Gothmog with an army in the same hex who responded and challenged, to no
effect. My char still died. Unless in a company you HAVE to assume the char
deals with the situation on his own. Hex's are big places and you shouldn't
assume all the chars you have there are at the same spot.

No, I don't think so. But my thoughts on the matter would depend on which
encounter it was.

The encounter was the Celgor vampire encounter. The character who got the
encounter was not in an
army while the character who attempted to react to the encounter was IN an
army but was not the
commander.
The reply from Harley did not state that being IN an army had any effect
on my ability to react to
an encounter in the hex, just that you can't always take an encounter
reaction for another
character (i.e. character #1 gets an encounter and character #2 issues a
285).

That's probably the problem . . . Gothmog was with an army. That was what happened to Matt. I had the same thing happen to me . . .character with an army was unable to respond while the character who actually got the encounter died.
Have you EVER seen this situation happen and the character who tried to react and was unable was NOT with an army nor an army commander?

I've done it many times without characters being in a
company. In your situation, IssPers (challenge as you
say) is NOT the same as ReacEnc.
In the situation that started this thread, it was a
non-army encounter. A character in the army tried to
react, couldn't, so the original character still
reacted with flee.
I think it VERY likely that Harley simply didn't give
the correct answer when questioned about it. Probably
why others used to give the generic "must be
discovered during play" answer. Saved them research
time and eliminated the possibility of making a
mistake in their answer.
