Possibly missing something simple here but with the US FTF would it be better doing things the other way about? Sort out a few possible venues and make them available to players. Any player can say I can make, A, B , F, possibly D say depending on circumstances. Then when any venue gets to a viable number you could think more about the details, confirming the players are available and possibly saying, well we can have a FTF in X during Y month if we get a couple more people.
No impact on me as I'm the right side of the pond but just thought this might be more practical. There might be problems getting venues when you can't confirm a date in advance but at least it means players can give a clearer idea of what they can manage and possibly also gives them a more straightforward target.
