I have to disagree, it's a needed step for the DS to be able to
withstand the hordes of Freep armies pouring into Mordor from turn 3-
4 onwards.
Actually, I rather thought that could be balanced out by the 3 DS naval
nations shipping troops around. A more vigorous use of navies would have
signifigantly changed the game. Morannon was a serious grind contest right
up to the point where the DS had to divert troops to stop the fresh NK,
Noldo, and SK troops from coming up the river. The Morannon pass wasn't
understaffed until that happened.

Might have. Harad was enroute with 4000HI in 2 armies and was almost
at Minas Morgul when in one turn (last one) both army commanders,
and their backup commanders (60+ agents w/ command skills guarding
the army commanders) were assassinated/kidnapped in one turn,
disbanding both armies
We'll see how this new game goes. I've asked for one of the DS
again, but not the Witch King this time, I've tried him once, time
to let someone else try it, and learn from my mistakes
