What does anyone else think ?

I would say that the T12 rule is to prevent neutrals from playing off of both sides and building up their position unattacked, then shifting to the winner. Since this nation had missed at least 4 turns dropped, and presumably the current player didn't have the benefit of communicating with both sides or planning strategy in the first few turns, he gained little benefit from his late declaration. It might make some difference what turn he picked up the position, but in general I think that this neutral should have the same 12 active turn window as all the others.
