Do dragons like baths?

Now if a navy commander being the highest net rank character in
charge of an army/navy has a wyrm joining can the dragon hover
for a couple of weeks above the navy in coastal waters?

The silly question man

Hey Guy --

Sadly, NPCs will not allow themselves to be transported by sea, no matter what NPC you happen to have. Woses, Ents, Eagles, Dragons, A Balrog -- doesn't matter. Try sailing with them and they will leave.

I believe they might join a navy if the navy is in a land hex, but I am not at all sure about that. I HAVE had a navy have an army encounter -- I once picked up my QA ships at a location in Cardolan (which had become my village) with a small army, which met woses in the same hex which killed enough troops that the navy disbanded -- causing the ships to all be lost, SIGH. So being a navy does not prevent encounters -- but whether a dragon would join a navy, I have no idea. But I have been told by players who have tried it that they could not get their NPCs to go with their navy when they sailed it out. In at least one case -- probably more -- they had gotten an NPC in an army, and tried transferring command to a navy which tried to sail away. The NPC definitely left, and I believe I confirmed it with GSI way back when that, yep, navies could not carry NPCs.

Evidently the NPCs that walk don't fit, and those that fly need a more stable platform to rest on than a mere transport ship... I would have been happy to see an NPC require one entire transport ship to carry it -- if a transport can carry 150 knight with all their armor and weapons and mounts and tack AND a share of the food and other baggage train if any, then it ought to be able to carry a bunch of hobbits or woses! But NPCs have their own reasons for joining and leaving -- and a strong desire not to be floated out to sea where they might actually drown seems perfectly reasonable to me. (I have had my mages' pictures glaring up at me accusingly after a turn where three of them got sunk with no hope of survival while at sea, so I can understand the NPC's attitudes in that regard...)
