This is not hard data, merely observation, but I have been playing a long time...
Army size does appear to matter -- the larger the armies involved, the harder it is. Both sides seem to matter -- i.e. small armies are better at sneaking around than large ones, while large ones seem to be better at preventing sneaking. That is for getting past an army -- I have never seen an army fail to show up when at the location of another army, so I do not think evasive movement prevents an army from spotting the evasive army if they do end up in the same hex.
Cavalry seems to be better at sneaking than infantry -- and I suspect that armies moving at full speed are better than those that need to forage. Though evasive movement itself doubles mp costs, I think that in addition the relative movement speeds of the armies involved do matter.
Command rank is definitely a factor -- it seems to take a skilled commander to successfully sneak past enemy armies. Again, my guess would be that the command ranks on both sides matter.
Pop center size does not appear to matter much. An evasive army seems to never show up on the pop center (except if the pop center belongs to the nation of the army, in which case it doesn't hide from the locals anyway) it lands on regardless of other factors. Though I cannot be sure of this, have not specifically tried moving evasively onto an allied pop center and checking their turn to see if the pop center reports the army. But I do know that I have seen armies reported by my armies when not reported by the pop center.
Fortifications of any size seem to stop evasive movement very effectively -- I have heard that it is possible to get past fortifications with evasive movement, but I have never managed it so it may just be wishful thinking, or just really difficult.
Overall, it seems to be pretty easy -- perhaps guaranteed -- to not show up in a pop center when moving evasively, but pretty difficult -- perhaps impossible -- to not show up to an enemy army in the same hex. As for getting past armies, it seems difficult, but it is possible -- I have been involved in situations where my own army was stopped because it ran into an evasive enemy army but the enemy army then kept moving, and I believe I have also slipped past enemy armies in a similar manner. But it is pretty rare. And getting past fortifications seems to be very difficult. (The exception being a Hidden pop center -- whether it has fortifications or not, a Hidden pop center does not block movement of enemy forces.)
