I have a character at a mountain hex with no pc. His scout report came up with a dragon in the hex. If he did not get an encounter message, is he still in danger?

it al depends which version are you playing and what nation are you playing, the only one that happens like that is Smaug and the Lonely Mountain at 3107.

Well it’s Smaug who lives in that mountain you might beable to create a camp but if you do Smaug most likely with 525 it away, just with him being there. He would influence it if you were a DS. But good luck anyway!
If you didn’t get the encounter you are not in danger from the dragon. I can’t follow what bgp0231 is trying to say. However, you must encounter a dragon to be in danger of one. So if you are there to place a camp be advised that the dragon will act as an enemy emissary doing an InfOthr to your newly placed camp if you are a Freep or will act as one of your own emissaries doing an InfYour if you are DS. Since you are playing the Woodmen the dragon will lower the loyalty of the camp you place immediately after you place it. So, if you are placing the camp with a newish emissary you may simply waste your gold as it may degrade immediately. You can however leave the hex without incident and return a couple of turns later in the hopes that the dragon has moved on.
On the other hand if this dragon is one that is recruitable by the free you may want to force the encounter and attempt to recruit him.

Hmmm…since you didn’t get the encounter, I suspect that someone else did. (Check your teams pdf’s for the hex and you might get a name)
Since Dragons show up REALLY easy with scout you probably failed to spot the enemy character there who got the encounter. (Probably an enemy emmissarry who is there to place a camp and found the dragon?)
If you want to be a jerk and the Dragon is not usually fatal to FP characters (or better yet Scorba or Throkmaw whom you can recruit) you can give the react to encounter command and have a 50/50 chance of going before that nations character and ruining the encounter.
If you do get the other characters name from a pdf you might want to challenge him if you think you have the edge.
