Consider a dragon as a 25,000+ point combat artifact.
They attack only once a turn. If you are at an enemy
pop center and there is an enemy army defending, then
he gets "used up" by the defending army and DOES NOT
participate against the pop center. That is one of
the main reasons for hiring a new army when facing an
army with a dragon in it that can't take your pc
without the dragon's aid. If no enemy army is present
then the dragon helps against the pc. I hope that
clarifies it for you.

John is absolutely correct, except for one thing. Dragons have a
variable combat rating, but consider them at least at a value of
+10,000 and upwards if close to +60,000. The Balrog has the same
value, but closet to +60,000. Another beautiful thing about Dragons
in armies VS pop centers is that they do not show up on the combat
report. Dragons only show up against enemy armies, not pop centers.
So if you are lucky enough to run across an undefended pop with
fortis and you have a dragon with multiple armies, they do not know
which army the dragon is in, nor can they be 100% sure the Dragon was
in your army, if you are near Dragon Country.
