I've always gone by the army commander with the
highest total skill points, NOT including artifacts...
of course, I've never done a thorough study on this...
it's just been the case everytime I've gotten a
dragon. It might be that my army commanders don't
have too many skill artifacts on them.
The army that is commanded by the charcter with the
most total skill.
All 4 types of skill are included.
Skill increasing artifacts count, yes even the
Pectoral.
Not necessarily command, not necessarily challeng,
..total skill.

It is total skill ranks (excluding stealth), and skill artifacts
count. This is important, because it means that you can shuffle
artifacts to spread the dragons that you recruit around. For example:
I have two commanders with natural skill totals of 100 and 90, with a
20 point command artifact on the second one. I get a dragon, and it
goes to commander two. I then take the command artifact off him - and
the next dragon will go to commander one.
