I know that the non Mordor DS HAVE been reduced, but.....would the starting "power"
in 2950 not be skewed a little more towards the DS than 1650?Thanks,

No, or not significantly so. The free have much better characters (like Galadriel), and in many cases better arties than in 1650, and are therefore much better off in a character war. Also, while the Khand are virtually forced to go dark, the Rhun are likewise heavily predisposed to go free, and the other neutrals have advantages either way, leading to a more balanced diplomatic position.
