emissary action reports from the resultsheet

I have a question for the so inclined,

  In a fourth age game I had a majortown/fort with 51 loyalty
influenced away in one turn of effort. However, the notation in the
nation rumors/messages gave one message of loyalty being reduced and
the second message stated the facility was no longer under my
control. Is it not the case that each emissary "hit" against the
place should register in the messages section as a separate entry? If
this is the case, I don't see how one emissary or even two of 'em
getting 15 points each ( loyalty would be 21 then) would be enough to
flip the place away from me. please give me your input as needed.
Hope this is not too "rooky" of a question.

Nope, not necessarily. Things happen. I usually
(print...) each pdf and go over everything, line by
line, comparing it with the previous turn. Noting
loyalty changes (actually writing +1, -1, etc...)
training bonuses, etc. Have seen significant loyalty
shifts with no rumours. DITCOP...
