What happens when an EMI fails to INFOTHR?
My understanding is there is NEVER a report saying that there was an
attempt to INF loyalty, or that militia spotted and refused to let an
EMI speak OR even a report saying that the EMI was in the hex, unless
of course they appeared on the pop report when first arriving.
Anyone agree or have a different experience?

Hard to say, since you'd need info from both sides to get a definitive
answer to the 'NEVER' question. I haven't seen it show up when an ally
attempted to take a friendly PC (as a one-character transfer), but
'NEVER'? I don't know.
(I do know that you don't get an 'influence' nation message much of the
time, regardless of who is attempting it. I've seen PCs at 60-70 loyalty
report a single influence attempt and then 'no longer under your
control'.)
