Emissary Failure Question

I have seen cases where an emmi failed in an influence attempt and the local populace reported his name and failure in the Nation Messages. Rare, but happens sometimes.

Hard to say, since you'd need info from both sides to get a definitive
answer to the 'NEVER' question. I haven't seen it show up when an ally
attempted to take a friendly PC (as a one-character transfer), but
'NEVER'? I don't know.

(I do know that you don't get an 'influence' nation message much of the
time, regardless of who is attempting it. I've seen PCs at 60-70 loyalty
report a single influence attempt and then 'no longer under your
control'.)

Really???
Strange…
What I've seen sometimes is when an emmi is successful in the attempt and the it doesn't appears on the rumors.

I've seen that too. On a similar note, I've also had a town emmied or
threatened away and received no notice on the rumor report (not even a
'belegost is no longer under our control').

Perhaps the distance from the capitol, level of loyalty at the capitol,
level of loyalty at the PC, and/or other possible factors determine whether
these kinds of attempts, successful or not, are reported. In the above
instances my loyalty was really low (under 20 at the capitol) and the towns
were far off...
