I had a strange thing happen in one of the games I am playing in.
An encounter message was generated in another person's turn file when
a character of mine was looking for an artifact. The character moved
to the hex and issued 900. However, I didn't find the artifact, get
an encounter, or even get a hidden trail type message. Why would an
encounter rumor get generated if there was no encounter or even a
hidden trail message? Is it possible whenever you issue order 900
that an encounter message gets generated?
Also does this mean the encounter is still in the the hex, it's just
that I didn't find the hidden trail yet?

Hello Ned,
I can verify that rumours can appear after an order has been issued
even though it was never actually executed. Very often in my team we
issue challenges and agent actions against characters that we only
guess that are present in the hex. Usually when we get the
message 'the order failed because the character with that id was not
present' somebody in the team picks up a rumour saying 'challenge
involving A and B' - which of course never happened since B was not
there, the lucky bastard 
I know it might sound strange but it's not unrealistic in my view. If
a hero sets forth to slay his foe, it makes sense that rumours will
start spreading even if the hero never actually finds his prey. There
are 'rumours' anyway.
