Rumours are based in part on orders issued, whether or
not they are successfull. For example, if Elrond
issues personal challenge, the 'rumour of a personal
challenge involving Elrond' will be in the game,
whether or not the target of the challenge was present
in the hex......
I suspect this is what has happened here: the CL
issued the execute order - but failed as your agent
had escaped already. Hence rumour - but your guy
lives

later the turn sheets revealed my agent had ecaped
from being held hostage.
Nation messages revealed that a public execution had
taken place. Curious,
