I am currently playing Dwarves in a 1650 game, and there's a game without
Dragons???

P.S. I am already playing in an FA game as FP and I think limiting Lost List
spells on artefacts is a great idea.
It wouldn't be easy to incorporate dragons into 4th age with some big
changes in terms of which alliance can recruit them. The dark start
out exactly equal with the free in economy and with an edge in the
very important agent category (can have 60 game start agents.) Unless
the dragons were revamped so that they could be recruited equally by
all three allegiances it would be very imbalancing.
One interesting idea would be to add them but make them completely
unrecruitable. They would harass mountain pop centers and be gold
sources for challenge gods...
